California Is Changing the Packaging Conversation
California's SB 54 packaging law is moving from something businesses have been hearing about to something they actually need to start planning around.
Permanent regulations implementing SB 54 became effective May 1, 2026. The program puts greater responsibility for packaging waste on producers and establishes some major long-term goals.
By 2032, California requires covered single-use packaging to be recyclable or compostable, calls for a 65% recycling rate for single-use plastic packaging, and targets a 25% reduction in single-use plastic packaging.
And California isn't alone.
Oregon already has its own packaging Extended Producer Responsibility program underway, and other states are moving in the same direction.
Translation: The package you've always used may not automatically be the package you'll want to keep using.
And It's Not Just the United States
If your products—or your customers' products—reach international markets, there's even more to consider.
The European Union's new Packaging and Packaging Waste Regulation began applying in August 2026. The rules cover packaging waste, recyclability, recycled content, reuse and other requirements.
New restrictions on PFAS in food-contact packaging are also now in effect in the EU.
